A key member of the Spire Barristers Public Law Team, Ella has a busy practice, with a particular focus on Court of Protection and Community Care work.

Ella is regularly instructed by a range pf public bodies, as well as private client solicitors and the Official Solicitor. She welcomes instructions from all affected parties and is authorised to accept public access work.

Recent cases have included capacity disputes, serious medical treatment cases and MCA/MHA crossover.

She has extensive knowledge and experience of community care and adult social care, having previously worked as a specialist adult social care investigator for the Local Government Ombudsman (LGO) and as the Senior Lawyer for Adult Services at a large local authority.

In addition, Ella provides advice on all aspects of adult social care law, including CHC funding disputes, Ordinary Residence, RPR disputes and Court of Protection proceedings. She has provided guidance and training on the Care Act, Mental Capacity Act and Court of Protection proceedings to local authorities, CCGs and the LGO. Ella brings a unique perspective to adult care and Court of Protection work, having experienced the reality of a large, social services department and has first hand experience of attending and advising safeguarding and best interests meetings.

Ella undertakes independent review work for local authorities in relation to adult care and safeguarding.

Ella also accepts instructions in Mental Health Tribunals and Prison Law, regularly appearing in front of the Parole Board in lifer/IPP and recall cases. In 2020 Ella was appointed as a Fee-Paid Judge of the First-Tier Tribunal assigned to the Health, Education and Social Care Chamber (Mental Health) and as a Fee-Paid Employment Judge of the Employment Tribunals assigned to the North Eastern Circuit.

Court of Protection - Health & Welfare

Ella has a busy practice of health and welfare cases, encompassing a wide range of issues from best interests disputes in relation to residence, to serious medical cases relating to caesareans, sterilisation and PVS.

Instructed by a wide range of public bodies and solicitors, Ella has gained the trust and confidence of her clients and is known for her attention to detail and pragmatic approach.

Court of Protection - Property & Finance

Ella has been involved in a range of property and affairs cases, a number of which have over-lapped with health and welfare issues.

Recent cases have included acting for a local authority that was seeking to be re-instated as deputy, having been discharged without notice, and advising on the necessity of seeking a deputyship order for P where P was entitled to bring proceedings against a family member.

Community Care

With a strong background in community care law, Ella is able to advise public bodies on their duties and responsibilities in the context of a range of other cases, including Court of Protection.

In addition, she has advised in relation to a retrospective CHC claim and successfully challenged the validity of a DST on procedural grounds.

Ella has undertaken specialist advisory and review work, in relation to the legal advice provided by a local authority to its social services department and has reviewed cases with a view to referrals to a Safeguarding Adults Board.


Ella has a growing interest in inquest work. She has represented a family in a three-day inquest into an acute hospital death, in which she successfully argued that Article 2 was potentially engaged and secured a conclusion of contributory neglect.

Police & Prison Law

Ella has appeared before the Parole Board on numerous occasions, presenting cases on behalf of IPP, Lifer and Re-called prisoners. She has also prepared written submissions. Cases have included cross-examining numerous psychologists and. Cases have included successfully securing open conditions for a Lifer and the release of a re-called prisoner who had left the country without permission. She has also been involved in complex cases, including ‘denier’ cases.
